Saigon, September 23, 1912. WITH reference to my despatches Nos. 1, 2, and 3 of the 18th June, 20th July, and 2nd September last, I have the honour to forward enclosed herewith cutting from the local journal, the "Opinion," of the 18th instant, which reproduces an article appearing in the " Dépêche coloniale" by Albert de Pouvourville, a well-known writer on Indo-China. I cannot give the date of the article in the "Dépêche coloniale," as I have not access to that paper.
The interesting part of the article is the seventh paragraph, in which it is stated that the protectorate (that is, of Tonquin) has recently purchased 7,000 kilog. of raw opium from Yunnan. This quantity represents about 108 chests.
It is probable that this transaction was the purchase of Yunnan opium of which
I was informed some time ago, as reported in my Confidential despatch No. 1 of the 18th June last.
It is true that the hill tribes
The remainder of the article contains nothing new. in Northern Tonquin produce comparatively small quantities of opium for local consumption. It is quite possible that a portion of this is smuggled into China.
